CONCERNING SMALL PURCHASES





          WHEREAS, Section 13-1-125 NMSA 1978, ”Small Purchases” provides for the procurement of services, construction or items of tangible personal property having a value not exceeding twenty thousand dollars ($20,000) and professional services not exceeding thirty thousand dollars ($30,000) in accordance with the applicable small purchase regulations adopted by the local public body or a central purchasing office.


          NOW, THEREFORE BE IT RESOLVED by the governing body of the Village of Taos Ski Valley, New Mexico (hereinafter referred to as the Village) that:

 

1.Procurement of services, construction or items of tangible personal property having a value not exceeding twenty thousand dollars ($20,000) will be made as follows:

 

a.All purchases under $1,500 shall be made at the best obtainable price, considering the time, cost and effort of obtaining the purchase.

 

                     b.       All purchases between $1,500 and $5,000 shall be made at the best obtainable price and include documentation as to how that price was determined to be the best obtainable price.

 

                     c.        All purchases between $5,000.01 and $20,000 shall be made by obtaining 3 oral, telephone or written bids.

 

2.Procurement of professional services having a value not exceeding thirty thousand dollars ($30,000) will be made as follows:

 

a.Professional services having a value not exceeding thirty thousand dollars ($30,000) will be obtained by either verbal, telephone or written offers.

 

b.Professional services providers shall be given such information as is necessary to provide a proper and timely response.

 

c.At a minimum the following information will be sought from the potential professional services providers:

 

(1)The specialized design and technical competence of the business, including a joint venture or association, regarding the type of services required.

 

(2)The capacity and capability of the business to perform the work, including any specialized services, within time limitations, if any.

 

(3)Past record of performance of contracts with government agencies or private industry with respect to such factors as control of costs, quality of work, and ability to meet schedules.

 

(4)Proximity to and/or familiarity with the area in which the project is located.

 

(5)The anticipated price (if price is a factor) for services based upon the information provided by the Village as to the scope of work.

 

(6)Other criteria determined to be essential to the particular contract or project.

 

3.All quotes or bids must be recorded and placed in a procurement file for the project for audit purposes.

 

4.Procurements shall not be artificially divided so as to constitute a small purchase.
