Sealed Bids for the Wastewater Treatment Plant Expansion (RFP: 2019-13) will be received by the Village of Taos Ski Valley, Attn: Nancy Grabowski, 7 Firehouse Road, P.O. Box 100, Taos Ski Valley, NM 87525, until 1:00 PM local time on April 5, 2019 . Bids received after this time will not be accepted.
All Bids that have been duly received will be opened publicly and read aloud. All interested parties are invited to attend. The Owner reserves the right to reject any or all Bids and to waive irregularities or informalities in any bid, and all Bidders shall agree that such rejection shall be without liability on the part of the Owner for any damage or claim brought by any Bidder because of such rejection, nor shall the Bidders seek any recourse of any kind against the Owner because of such rejections. No bid may be withdrawn within a period of 60 days. The filing of any Bid in response to this invitation shall constitute an agreement of the Bidder to these conditions.
Bids will be received on a lump sum basis with schedule of sections and additive alternates as indicated in the Bid Form. The Work is generally described as follows:
The project consists of improvements to and expansion of the existing wastewater treatment facility located at Village of Taos Ski Valley Wastewater Treatment Plant, Ocean Boulevard, Taos Ski Valley, New Mexico. Major project components include construction of a new treatment building, installation of a new 2mm drum screen in the existing treatment building, repurposing of existing concrete basins, installation of secondary treatment process equipment in the existing treatment basins, installation of the packaged MBR treatment system skids and supplementary process tankage skids in the new treatment building, and appurtenant equipment. The Owner has pre-procured the Ovivo packaged MBR equipment and supplementary process tankage skids; this contract will be assigned to the Contractor and the Contractor is responsible for installing the MBR equipment. Work will include construction of a new treatment building, existing building system improvements, excavation, backfill, compaction, concrete work, electrical, instrumentation and controls, heating and lighting systems, process equipment, piping, valves, and ancillary equipment, chemical feed systems, new yard piping and connection to existing infrastructure, site drainage and erosion control, and cleaning and evaluation/assessment of the two (2) existing sludge holding tanks.

Bidding documents will be supplied in PDF format at no expense via email request to hharris@apaienv.com; however, the Bidder is responsible for scalability of the drawings. Hard copies of the one set of bidding documents may be obtained upon receipt of a non-refundable deposit of $200.00.
The attendance of the pre-bid conference is highly recommended and will be held at 1:00 pm local time on March 18, 2019 at the Village of Taos Ski Valley, 7 Firehouse Road, Taos Ski Valley, NM 87525. Failure to attend the pre-bid conference will not disqualify a potential bidder.
Bids shall include Bid security in the form of a certified or bank cashier’s check or a Bid Bond in the amount of 5% of total Bid price. The Bidder to whom a Contract is awarded will be required to furnish Performance, Payment and Warranty Bonds.

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.
